Introduction:
The Stirlian Capital Territory (SCT) is a small state dominated by Comitatus, the bustling capital city of the Stirlian Federation. Situated on the north shore of the Sea of Solidarity, Comitatus is a port city as well as a hub for diplomacy and finance. Such activities have attracted people of various origins to the SCT which has in turn created a cultural melting pot. Evidence of this mixing is reflected in the architectural styles of the area which are varied but maintain elements of class and sophistication. West of Comitatus is the protected Chartreuse Rainforest and the small village of Sprout where Professor Bonzai conducts his research and development of Capsule Mobs. The SCT also administers three island exclaves, Agaricus Island, a protected natural habitat of the rare Mooshroom species, Kawaii Island, location of a prison, and Magellus Island. All of the SCT is administered by Mike Orlando Triadian, a prominent businessman and politician with a rare split personality disorder.

Policy 1: Since open land is scarce, there will be no towns or cities in the SCT other than the ones that currently exist.

Policy 2: All may visit, but you may only build on a plot that you properly purchased. Triadian is the original owner of all plots and territory in the SCT. Once you own a plot, you may build on it, sell it, or allow someone else to build on it.

Policy 3: All plots are zoned for a certain kind of building whether it is commercial (businesses), residential (homes), or industrial (factories), or other. Some plots may have multiple options or may be open to all kinds of building. If you wish to have a plot’s zoning changed, you may ask Triadian to have it changed. I’m open to new ideas so don’t be afraid to ask.

Policy 4: All structures must be constructed of reasonable building materials such as stones, bricks, woods, etc. (For example, don’t build a tower out of melons.) Pixel art is not allowed except in the case of signage.

Policy 5: All buildings must have at least a little class and sophistication no matter which style you build in. If I feel your building is too basic, I will notify you via sign or chat and give you some time to improve. This is the capital city so there shouldn’t be square plank houses everywhere.

Policy 6: Do not cut down trees on a plot owned by someone else, trees in the Chartreuse Rainforest, or the public trees in Comitatus or Sprout. All other wild trees you may chop down as long as you replant the saplings.

Policy 7: You may only mine underneath land that isn’t yours if you are below the Y-coordinate of 40.

Policy 8: Agaricus Island is a protected mushroom island. You may not build, mine, or harvest items from this island, but feel free to visit the mooshrooms.
